India's labor force, a staggering 678.6 million strong as estimated by S&P Global Market Intelligence, stands as a testament to the nation's potential. This abundant labor supply is poised to fuel India's near-term growth, but the journey towards sustainable long-term growth requires more than numbers.


A. Manufacturing Ambitions: The "Make in India" Vision


India's government has emphasized the "Make in India, Make for the World" initiative, incentivizing global companies to invest in Indian manufacturing. With 30.7% of the labor force employed in the services sector, shifting the focus to manufacturing is a challenge. However, the post-pandemic drive to strengthen supply chain resilience offers India a golden opportunity.


B. Untapped Labor: A Long-term Advantage


With an unemployment rate of 9.3% in 2022 and a forecasted average of 11.0% over the coming decade, India's pool of untapped labor presents a long-term advantage. This slack contrasts with labor shortages in other countries, offering manufacturers some risk mitigation against escalating employment costs.

Indian manufacturing is dominated by low-skilled labor, with each employee adding just $8,076 of value on average in 2021. This is far behind countries like Thailand ($18,308) and Malaysia ($34,402). The skills shortage is a key risk, but progress is underway.

The establishment of the Ministry of Skill Development and Entrepreneurship (MSDE) in 2014 and the launch of the Skill India Mission in 2015 demonstrate India's intent to address the skills gap. The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) program alone has helped 13.7 million individuals receive training since April 2016.


B. Education Transformation: A Comprehensive Framework


The National Education Policy, announced in 2020, aims to transform the education system by 2030. This could help India attract more high-value and globalized jobs in manufacturing, research, technology, and financial services.


III. Women in the Workforce: A Pivotal Factor


India's future growth rests heavily on boosting low labor participation among the nation's 691.7 million females. Just 24.0% of women were working in 2022, a decline from 27.8% in 1990. Addressing employment and gender discrimination issues is vital.

Programs like Mission Shakti and vocational training targeted at women aim to mitigate gender discrimination and enable women to participate more in higher education and formalized work.
